Six Major Projects: Making Dongguan’s Innovation-driven Development Strategy A Leading One

Forum of 2014 China (Dongguan) International Cooperation of Science and Technology Week

 

At this year’s NPC & CPPCC sessions, “Innovation Drive”, a high-frequency word, became the common voice of the representatives, and in Dongguan, science and technology innovation enjoyed popular support among citizens. Nationally speaking, the implementation of innovation-driven development strategy would certainly power the realization of “Two Centenary Goals” and Chinese dream of great rejuvenation of the Chinese nation. For regional development, the implementation of innovation-driven development strategy was a certain choice to accelerate the process of building a well-off society in an all-round way.

 

In recent years, under the leadership of the CPC Dongguan municipal committee and Dongguan municipal people’s government, the “Six Major Projects” based on the innovation-driven development strategy was further implemented, innovation drive was taken as a key support to industrial transformation and upgrading. Scientific and technological innovation ability was greatly strengthened, and the Integration of science and technology, finance and industry was actively promoted. Scientific and technological innovation was increasingly becoming an important force in promoting economic and social transformation and upgrading, and building an innovative city, which made this city famous for "made in China" glow new vitality.

 

Implementing “Innovation-based Cultivation” project and strengthening the enterprise-based technology innovation system

We improved the market-oriented mechanism in technical innovation, and further clarified the relationships among government, enterprises and the market. Industrial development needs, production application prospect and market prospect were attached great importance when establishing and funding a science and technology project. Besides, We reformed the forming mechanism and supporting ways of technology and innovation projects, and established a platform for information collecting and publishing to meet the need of major science and technology R&D.

 

The collection of projects and the compilation of project guide met enterprises’ technology need. Those major science and technology planning projects with a clear industrial goal were led and organized by a capable enterprise. We optimized the evaluation system of science and technology innovation projects, and established a mechanism in which technology innovation, fund allocation, and result evaluation were decided mainly by the market to give play to marketable competition and "survival of fittest”;

 

Further promote enterprises to increase their R&D investment. The government should utilize financial award and subsidy mechanism as an incentive for enterprises to set up R&D reserve fund system. As for enterprises who had established R&D reserve fund system, we should support them with fiscal subsidies on basis of the verified R&D investment of these enterprises and guide them to increase R&D investment in a planned and continuous way.

 

Further promote the full coverage of R&D institutions in enterprises. We should implement the plan of full coverage of R&D institutions in above-scale enterprises. We should give priority to support qualified key enterprises, scientific and technologic enterprises to build a batch of high-level national, provincial and municipal engineering technology research centers, key laboratories, technical centers in enterprises, postdoctoral scientific research workstations and innovative practice bases.

 

Strengthen the cultivation of innovative enterprises. The policy support system covered different stages in business, such as start-up, growth, maturity and other stages should be established. We should give full play to technological projects like "seed money" for innovation and entrepreneurship and technology innovation fund (capital) for small and mid-sized enterprises. We needed to select a batch of scientific and technological enterprises at start-up stage and funding them in order to cultivate a large number of high-quality micro, small and medium technical enterprises.

 

Implement "Innovation-driven development" project, and strengthen the leading role that scientific and technical innovation played in economic and societal development. Carry out major scientific and technological projects in order to seize the technical commanding heights. Dongguan, around strategic emerging industries, had deployed implementation of major scientific and technological projects, utilizing scientific and technological innovation to lead the development of emerging industries.

 

Further strengthen the arrangement in Dongguan's competitive industries, striving to break through important core technology in some major fields, such as computing and communicating integrated chip, intelligent industrial robot, key technology and devices in mobile Internet, cloud computing and big data management, visible light communication technology and the standard optical components, the power battery system in new energy vehicles, and additive manufacturing (3D printing). We should speed up acquisition of a number of major scientific and technological innovation achievements with independent intellectual property rights and broad prospects for industrialization in order to seize the commanding heights in a new round of high-tech industries and strategic emerging industrial technology renovation.

 

Meanwhile we must also strengthen the follow-up support and supervision on the projects of provincial and municipal innovative research groups, in order to accelerate the industrialization of these projects and the formation of new economic growth point.

 

Advanced technology and the emerging business mode should be applied in transformation and upgrading of traditional industries, promoting a new round of technical renovation, with "Replacing Manpower with Robots" and "Integration of informatization and industrialization" as the key point, and increasing the intensity of high-end-oriented, low-carbon and intellectualized transition of traditional competitive industries and major enterprises. Further boosting the "four new economy" marked with "new technology, new product, new form and new model".

 

Strengthen scientific and technological innovation in agriculture. Utilizing technical innovation to lead and support the development of ecological and efficient urban agriculture. We should support scientific and technological innovation projects in the field of agricultural, tackle key technical problems in agricultural technology and develop the application of advanced technology. By 2020, the coverage of good varieties of main crops and advanced farming technology was expected to maintain over 95%.

 

Strengthen science and technology support in the field of social livelihood. We improved technology innovation and application ability in population health, food and drug safety, earthquake prevention and disaster reduction, environmental management, building energy efficiency, public education, etc. to make science and technology innovation achievements better benefit the livelihood of the people.

 

Implementing “Construction of Innovative Carriers” project and strengthening the loading and service function of all kinds of science and technology innovation platforms. We strengthened the construction of key science and technology parks, focusing on the overall development of Songshan Lake and Ecological Park, aiming at making Songshan Lake National Hi-tech Industrial Development Zone a National innovative science and technology park by 2020. As for Watery Land Special Economic Zone, we focused more on the planning and layout of high-tech industries. We accelerated the development of Dongguan-GDH Yinping Cooperative Innovation Zone, Space Science and Technology City, Songshan Lake International Robot Industrial Base, University Innovative City, Sino-Israel Industrial Park, Cross-strait Biotechnology Industry Cooperation Base, Taiwan High-tech Park, etc. and built more higher level scientific and technical industrial parks.

 

We supported the development of new R&D institutes. To give full play to the R&D and service functions of Songshan Lake University Innovative City, the Municipal Finance Bureau set up special funds to support and accelerate the development of new R&D institutes, such as Dongguan Institute of Advanced Technology, Dongguan Institute of Beijing University of Aeronautics and Astronautics, Guangdong Institute of Intelligent Robot, etc. These institutes enjoyed the same treatment as state-owned institutes in government project taking, professional title evaluation, talent introduction, construction land application, investment and financing, etc. and were entitled to certain reward as R & D expenditures.

 

We promoted the establishment of high-tech business incubators, as well as their development way, such as Songhu HUST Business Incubator and Tian’an Cyber Park to lead full participation of enterprises, academic institutes and rural financial institutions and boost the common founding of high-tech business incubators among all towns.

 

Implementing the “Science and Technology Resources Agglomeration" project and strengthening the comprehensive multi-level exchanges and cooperation of science and technology

 

We deeply carried out the industry-university-research cooperation. By intensifying the relationship with Ministry of Science and Technology, Ministry of Education, Ministry of Industry, Chinese Academy of Engineering, Chinese Academy of Sciences, we carried out scientific and technological cooperation with university research institutes from home and abroad in a deep-going way, accelerated the agglomeration of resources to Dongguan, and facilitated the integration of innovative main body and innovative resources.

 

We constantly optimized the mechanism of international scientific and technological cooperation. Facing Europe, United States, the Commonwealth of the Independent States, Israel, Japan, South Korea, Hong Kong, Macao, Taiwan, etc., we gathered international high-end innovation resources, and carried out multinational, cross-border, and the whole industry chain innovation cooperation. Besides, we vigorously advanced the strategy of "going out", actively participated in the construction of the "21st century Maritime Silk Road", and encouraged the capable enterprises to carry out exchanges and cooperation in science, technology, economy, and trade with countries along the silk road. We pushed the market-oriented operation of China (Dongguan) International Cooperation of Science and Technology Week to give better play to this national platform for exchanges and cooperation in science and technology innovation activities. We integrated relevant national, provincial, municipal relevant information and built a multinational online service platform for science and technology exchanges to accelerate technology transfer and innovation resources clustering and speed up the integration into the global innovation network system. 

 

We speeded up the agglomeration of high-level innovative talents by vigorously implementing the strategy of "Talent Dongguan”, and widening the introduction channel of high-level innovative talents. Besides, we aimed at technical leading personnel and the scientific research teams from home and abroad who were "high, fine, sharp", and attracted more high-end talents to Dongguan with technology to start their own business, to ensure that the quantity and quality of Dongguan’s innovative scientific teams and leading personnel take up the front row in Guangdong province.

 

Implementing the "Innovation and Entrepreneurship Services” project and strengthening the service system for transformation of scientific and technological achievements and industrial incubation

 

We improved the mechanism of transformation of scientific and technological achievements. In addition to those involving national security, national interests and major social and public interests, universities and R&D institutes were entitled to the independent disposition of scientific and technological achievements such as their implementation, transfer, foreign investment and implementing licensing. Universities and R&D institutes were entitled to acquire all the revenue of their scientific and technological achievements, concluded in their budget, managed in a unified way and didn’t have to turn it over to the State treasury. The revenue was used as spending part of the staff motivation. According to relevant national and provincial regulations, it was currently not included in performance salary management. Municipal Finance Bureau set up special funds to carry out "innovation voucher" subsidy policy pilot. By issuing and cashing "innovation vouchers", we supported enterprises to purchase technology and service from institutions of higher learning, scientific research institutes, and science and technology service institutes to promote the development of science and technology service industry.

 

Besides, we optimized technology services industry support policy, and expanded the scale of special funds for the development of science and technology service industry. We fostered science and technology service institutions, focusing on R&D design, technology transfer, technology trading, business incubation, science and technology investment and financing, intellectual property assessment, patent information utilization, technology consulting, E-commerce and other professional or comprehensive services. We actively cultivated and developed science and technology service new form, guided innovative service model and business model service organization of science and technology service institutes, developed whole chain of all-round technology service, and developed a number of technology integration services.

 

We built innovative business services network to strengthen the integration all kinds of innovative business service resources inside and outside the region, perfected relevant platform and innovation management services, and constructed service network beneficial to technology transfer and achievements transformation. We built technology market operating platform, patent operation center, and database of technology companies and technology achievements, etc. to establish "offline and online" science and technology service pattern. Through online recommendation and offline negotiation, the transfer and transformation of scientific and technological achievements were promoted.

 

We enhanced the level of intellectual property creation, utilization and protection. We made ourselves a high standard-built national intellectual property city, and optimized financial aid policy for patent application with key support to patent application for invention and the patent cooperation treaty (PCT) international patent applications, which further optimized the structure of patents, and speeded up cultivating core patent group with Dongguan advantages. We strengthened the management of intellectual property rights, led enterprises to establish and perfect the system of intellectual property management to foster and develop a group of enterprises which had industry competition advantages. We promoted the integration and development of intellectual property rights and industry transformation, implementing patent navigation pilot project in key developing industry, using the navigation to promote industry development. With the perfection of the mechanism for intellectual property rights’ complaint and protection, rights’ protection and aid service were advanced. By promoting the ability of patent administrative law enforcement, we stopped and fought against patent infringement and counterfeiting.

 

Implementing “Integration of Science and Technology and Finance” project, and strengthening the supporting role of financial capital and industrial capital to science and technology innovation

 

We guided the development of equity investment to give play to 2 billion yuan to lead Dongguan industrial upgrading transformation and venture capital, encouraging more high-quality venture investment institutions to invest in Dongguan science and technology innovation. We supported equity investment or investment management enterprises to apply to the relevant state departments for making "the commercialization of science and technology achievement a guiding fund for venture investment funds".

We enlarged the scale of science and technology credit and loan by supporting to set up branches of science and technology, microfinance companies for science and technology, etc. to carry out dedicated customer access standards, credit approval and risk control.

 

We encouraged folk financial innovation for science and technology enterprises. Relying on Dongguan folk financial street, we integrated social resources, attracting the private banks, village banks, microfinance companies, financing guarantee companies, financial leasing companies, pawn shops, re-guarantee companies and other folk financial organizations. We greatly developed new type of business such as equity-based crowd-funding and Internet finance to promote the development of science and technology insurance and give full play to the guidance and amplification of fiscal funds, expanding science and technology insurance pilot and promoting the long-term development of science and technology insurance. We supported qualified insurance companies to sets up an insurance agency providing special service to science and technology enterprises, which reduced risk loss of science and technology enterprises, and supported their prudent operation.

 

 

We improved the financial service system of science and technology. For example, we speeded up the formation of financial groups of science and technology, built a comprehensive science and technology financial service platform for equity investment, financing guarantee, financing lease, small and medium-sized enterprise credit management, etc., and promoted the establishment of financial service function and carrier of Financial Comprehensive Service Center of Science and Technology, Guangdong province, Dongguan branch to encourage key towns and parks to establish professional financial services institutions of science and technology, gradually improving financial public service system of science and technology of cities, towns, parks. With the construction of financial services system and information database, we provided support for comprehensively advancing combination of science and technology and finance.
